A hardened 911 dispatch center built to stay on the air through storms, outages and anything else the region throws at it.
An emergency communications center is the building that has to work when the region is at its worst. The design called for a hardened shell, redundant power and cooling, diverse fiber entries and a radio tower on site. The old center stayed on the air the whole time, so the switch to the new floor had to happen without a single dropped call.
The approach.

- 01
Hardened from the ground up
Wind-rated walls and roof, protected openings and a raised equipment yard were built to the owner’s storm criteria, then inspected at every hold point.
- 02
Two of everything that matters
Dual utility feeds, N+1 generators, A/B UPS and two fiber entries on opposite sides of the site mean no single failure takes the floor down.
- 03
Pulled the plug on purpose
Integrated systems testing cut utility power under full load, with dispatch consoles, radio and cooling watched through every transfer.
- 04
A cutover by console
Dispatch moved position by position under a rehearsed MOP, with the old center live as the fallback until every console was proven.
The outcome.
“We tested this building by switching off the power and listening. The phones kept ringing and the dispatchers kept answering.”
